Senior ANC executive member Mathews Phosa has called for an urgent review of the Scorpions, the National Prosecuting Authority (NPA) and the judiciary.
A Sunday Times report says Phosa was invited to launch a far-reaching debate ordered by the presiding officers of Parliament, Baleka Mbete and Mninwa Mahlangu, to assess the performance of the legislature against its constitutional mandate. Speaking in his personal capacity as a lawyer, Phosa criticised the dual investigative and prosecutorial roles of the NPA and said rivalry between its Special Investigations Unit and the police sometimes paralysed the two institutions. He also said there should be a code of conduct for judges and greater legal certainty about the limits of their powers. Full Sunday Times report
