These found that the impact significance of developing the Atlantis site would be lower and cheaper than that for Kalbaskraal. A report, to be discussed by the council\'s portfolio committee on utilities, says that the city will need the Atlantis site by 2013 but that a number of legal processes still needed to be followed.
