Another divisive floor-crossing period is expected in September as Parliaments investigation into whether elected public representatives should be allowed to defect will be completed only in the second half of the year.
A Business Day report notes that the IFP and the DA have both introduced private members Bills to have the Constitution changed and floor-crossing scrapped. The proposed constitutional amendments are before the committee on private members legislative proposals. ANC chair of the committee, Vytjie Mentor, told the committee yesterday that a report from Parliaments research section showed that the issue was complex and that floor-crossing could not be considered in isolation from the electoral system.
