Environmental: GHG policy impact assessment guideline published

The Department of Environmental Affairs has released the first volume of guidelines on estimating the impact of SA’s greenhouse gas emission reduction policies, strategies and legislation, reports Pam Saxby for Legalbrief Policy Watch. Focusing on ‘general principles, concepts and procedures’, the guideline sets out each step of the assessment process. Detailed equations and data requirements will follow in four sector-specific volumes: energy and transport; industrial processes and product use; waste; and agriculture, forestry and other land uses. The guidelines were developed primarily for the department’s climate change monitoring and evaluation team. However, they are expected to be of assistance to a wide range of other public and private sector stakeholders in their efforts not only to ‘strengthen policy implementation and planning’ but also to arrive at new policy options.
