Minister backs NCOP changes to Icasa Bill

Amendments to the Independent Communications Authority Bill, which will take the power to select and remove Icasa councillors away from Parliament, were backed by Communications Minister Ivy Matsepe-Casaburri in the National Council of Provinces yesterday.

A Business Day report makes the point that it was the first time the Minister expressed her support for the amendments made by the NCOP, which are likely to get the National Assembly\'s approval when the Bill comes before it again today. The amendments override those adopted by the National Assembly, which gave Parliament a direct role in the selection and removal of councillors. Icasa is watching the process carefully and has hinted that it might challenge the amendments, which it says undermine its independence. Full report in Business Day
