Liquidated firm got tender of more than R1m

Gauteng finance MEC for Finance Mandla Nkomfe has admitted that his department failed to follow proper procurement procedures when awarding a tender worth more than R1m to a liquidated company.

Nkomfe was replying to questions from the DA in the Gauteng legislature on Tuesday about actions taken against head of department Stewart Lumka for his role in the awarding of the tender, notes report on the IoL site. According to the report, Nkomfe also admitted that his department had failed to do a profile background check on the owners of Wardle, Ndhlela & Mahlangu, which was owned by husband and wife Joe Ndhlela and Brenda Wardle. The report says Ndhlela and Wardle were both convicted of fraud and served time in jail. Ndhlela is a former Transnet executive director and Professional Soccer League CEO. He was convicted on three charges of defrauding Transnet on 13 August 2002. On their release from jail, the couple set up their company in 2005, and conducted forensic and criminal investigations for several companies, including the Gauteng government. The Gauteng Treasury has been strengthened to root out fraud and corruption, Nkomfe said, according to a report in The Citizen. 'The improvement in supply chain management processes of the province will enable us to reduce deviations from normal procurement processes, and thus avoid irregular and unauthorised expenditure,' he said during his budget vote. Nkomfe said the focus on supply chain management formed part of efforts to root out fraud and corruption, which manifest primarily in procurement processes. Full report in The Citizen
