Icasa chief quits, charges dropped

Her resignation, effective from December 22, came two months after she resumed her duties following a 10-month suspension on full pay. Manche was charged with violating the Public Finance Management Act when she resumed her duties last September, notes the report. The specific charges, which were not revealed by Icasa, were dropped after her resignation. In 2005 it was reported that Manche, who joined Icasa in July 2004 on a three-year contract, failed to timeously report the theft of R100 000 from a safe at Icasa’s offices. A statement issued nine days before the New Year, in what the report suggests was a deliberate move by the regulator to avoid publicity, said that the Icasa council had decided not to continue with the protracted disciplinary process and that all charges against Manche had been withdrawn.
