A report on the allAfrica site notes that the Zvimba Rural District Council (RDC) in 2011 issued a tender for the development of Haydon Farm measuring in exchange for a partnership agreement with a private developer. Delatfin’s layout plan was then approved without consulting council in violation of the Regional Town and Country Planning Act.
