Constitution amended to address 'brain drain'

Lesotho has amended its Constitution to allow for dual citizenship ‘but the target was not SA per se’. That’s according to Home Affairs Minister Tsukutlane Au, who said his government was targeting all the countries to which it has ‘lost’ is own nationals as a result of dual citizenship problems. ‘We are targeting all Basothos who have lost citizenship so that we can still reverse the brain drain. A report on the IoL site notes that he was speaking in Rustenburg during a visit to brief members of the Free Basotho Movement of development in Lesotho which has been calling for Lesotho to be incorporated into SA. He said Lesotho was unique in that it was surrounded by SA, unlike other neighbouring countries. ‘We are not like Zimbabweans, we are not Zambians, we are not like Batswanas. We are totally unique when in comes to SA ... which means our relations with SA have to be very unique.’ Au added that Basothos had lost their citizenship when they emigrated.
