New law seeks to regulate faith-based organisations

The Rwandan Government has tabled a draft law that will require faith-based organisations to be registered in order to be allowed to operate in the country. The New Times reports that the Bill was presented by the Minister in the Office of the President, Judith Uwizeye, who emphasised that the government wants to bring order to the manner in which these organisations operate. The new draft law introduces a provision requiring the organisations to establish internal dispute resolution organs. It further states that the organisation's leaders must not have been convicted of any crimes relating to the 1994 genocide, including 'genocide ideology, discrimination or sectarian practices'.
