Constitutional referendum in February

The Chairman of the Libyan High National Elections Commission (HNEC) Emad Al-Sayeh said he expected the referendum on the Constitution to be held in February. This after the House of Representatives in Tobruk approved a law to amend constitutional declaration to divide Libya into three electoral areas, notes a Libyan Express report. Al-Sayeh said he coordinated with the Head of Supreme Council of Judiciary in finalise its implementation. 'We won’t take any step forward with the process of referendum unless all locations of the HNEC are secured,' Al-Sayeh added. The Libyan Observer reports that he said the authorities had informed 20 countries of the process to ensure that Libyans can vote abroad.
